Create an E&I Plan
The Evaluation and Inspection (E&I) Plan is a core component of the Unit Maintenance Standardization and Evaluation Program (MSEP), mandated by DAFI 21-101 Chapter 6. Quality Assurance is responsible for creating the plan, which outlines the number of approved inspections to be completed within a specific timeframe.
EQuAD supports monthly or quarterly planning periods at the Wing level. Each plan is built from the Master RIL provided by your MAJCOM, supplemented by your Wing's Local RILs.
Access to E&I Plan creation and management is restricted to QA Superintendent and QA Chief Inspector roles. Other personnel involved in the review and approval process have read-only access.
A published RIL must exist before you can create an E&I Plan.
Create an E&I Plan
Creating an E&I Plan involves several sequential steps. Complete them in order. Each step unlocks the next.
Step 1: Define the plan
- Go to E&I Plans in the main menu
- Click Add new E&I Plan

- Enter the following information:
- E&I Plan Name (required)
- Description (optional)
- Inspection Program (required) — your plan inherits all inspections from the selected RIL, including any Local RILs items
- Calendar Year (required)
- Click Save

Step 2: Map work centers
After saving, EQuAD automatically takes you to the mapping screen. Here you'll assign one or more work centers to each inspection and optionally adjust the AQL.
Use the Only show unfinished mappings toggle to filter unmapped inspections. The Ready toggle indicates completed mappings. Your progress is saved automatically. You can close this page and return later using the Continue mapping option in the E&I Plan's contextual menu.

Step 3: Generate the plan
Once all inspections are mapped and marked Ready, click Generate Plan.

Step 4: Assign inspection types and months
After generating, you'll see a list of inspection tasks for each assigned work center. EQuAD sets monthly frequencies by default. For less frequent inspections (quarterly, semi-annual, or annual), select the specific month for each.
You can use the month filter to work on one period at a time. Use the Add Inspection button to add inspections not already in the plan, or delete any that don't apply.

Step 5: Send for review
Once you've finished assigning inspection types and months for an interval, click Send for Review. A summary modal will appear. Review it for errors, then click Send for Review again to confirm.

EQuAD will take you to the review screen where you can track the review and approval process.

E&I Plan development stages
For reference, here are all the stages an E&I Plan moves through from creation to execution:
- Plan creation
- Mapping inspections to work centers
- Assigning inspection types and months
- Generating the plan
- Review and coordination
- Approval by the MXG
Once approved for the designated period, the plan becomes accessible to QA inspectors for execution.
